NOTICE IS HEREBY GIVEN, that the Snohomish County Council will hold a public hearing on Wednesday, November 7, 2018, at the hour of 10:30 a.m. in the Henry M. Jackson Board Room, 81 h Floor, Robert J. Drewel Building, 3000 Rockefeller Avenue, Everett, Washington to consider proposed Ordinance No. 18-069. A summary of the ordinance is as follows:

ORDINANCE NO. 18-069

APPROVING A SYSTEM OF RATES AND CHARGES PROPOSED BY THE SNOHOMISH CONSERVATION DISTRICT PURSUANT TO RCW 89.08.405 FOR NATURAL RESOURCE CONSERVATION PURPOSES ON ALL NON-EXEMPT REAL PROPERTY LOCATED WITHIN SNOHOMISH CONSERVATION DISTRICT AND SNOHOMISH COUNTY FOR A FIVE-YEAR PERIOD BEGINNING IN 2019

Section 1. Adopts findings of fact and conclusions.

Section 2. Accepts and imposes the system of rates and charges proposed by the Snohomish Conservation District for the purpose of financing District programs and activities. The system of rates and charges are imposed annually in the following manner: year 1 at $7.00 per parcel plus $0.07 per acre; year 2 at $8.00 per parcel plus $0.08 per acre; year 3 at $9.00 per parcel plus $0.09 per acre; year 4 at $10.00 per parcel plus $0.10 per acre; year 5 at $10.00 per parcel plus $0.10 per acre; or may be modified by the County Council to an alternate annual rate in accordance with chapter 89.08 RCW.

Section 3. Classifies certain parcels as non-assessed properties exempt from the system of rates and charges imposed by this ordinance.

Section 4. States that the system of rates and charges shall be collected in 2019 and each year thereafter for a total of five years.

Section 5. States that the system of rates and charges shall constitute liens against the parcels assessed and shall be subject to the same conditions as tax liens.

Section 6. States that the County and the Snohomish Conservation District may enter into agreements to coordinate programs funded by the system of rates and charges.

At the hearing, the Council may consider alternatives/amendments to the proposed ordinance.
